Solution to Arizona's Water Crisis
Arizona agriculture uses 70% of the water, but is less than 2% of the state's GNP. A handful of agricultural interests are hogging the water, and it seems like a huge subsidy. The state must pass new laws to limit the agricultural interests' use of all the water, and the water can be invested in more prosperous industries. Then cities and towns will always have enough.
